Understanding Panhandling in our City  


Overview:

Panhandling, soliciting money, goods, or assistance in public spaces is addressed in the City’s Code of Ordinances (Sec. 9.12.040). The ordinance restricts panhandling in public streets, medians, and areas where it may obstruct pedestrian or vehicle movement. However, enforcement is currently limited due to ongoing legal challenges.

 

Current Status:
Due to First Amendment challenges raised in court cases, the ordinance is not currently enforceable. The City is reviewing the language to ensure it upholds public safety while aligning with constitutional protections.

 

City Response:
The Georgetown Police Department’s Crisis Intervention Team (CIT) works with individuals experiencing homelessness to connect them with resources and, when appropriate, take action under applicable state laws.
