Overview
Section 9.12.040 of the Code of Ordinances makes aggressive panhandling or soliciting unlawful within city limits.
Ordinance Summary
“Solicit” or “panhandle” means requesting money or something of value by spoken, written, or other communication for immediate or future donation.
It is unlawful to aggressively panhandle or solicit in public streets, sidewalks, or medians.
Aggressive Panhandling Includes:

Threatening gestures or intimidating behavior

Continuing to ask after being told “no”

Touching someone without consent

Blocking or interfering with pedestrians or vehicles

Soliciting from people waiting in line

Approaching or following someone in a way that causes fear or intimidation
The city prohibits aggressive or intimidating requests for money in public spaces. Peaceful or passive solicitation is not restricted.
