Understanding Traffic Signal and Sign Installation

Overview:

Before a traffic signal or sign can be installed at an intersection in Texas, it must meet specific traffic and safety criteria, called “warrants,” defined in the Texas Manual on Uniform Traffic Control Devices (TMUTCD).

Meeting a warrant does not automatically result in installation. City engineers must evaluate the intersection to determine whether a traffic control device is appropriate or if another solution may be more effective.

Installing traffic control devices where they are not warranted may lead to:

  • Increased traffic delays

  • Higher risk of crashes

  • Disrupted traffic flow

  • Cut-through traffic in nearby neighborhoods

The TMUTCD also states that Stop and Yield signs should not be used for speed control.
