What is impervious cover?
Overview
The Georgetown Code of Ordinances Sec 13.28.020 states: "Impervious Area" or "Impervious Surface" means a surface which has been compacted or covered with a layer of material, so that it is highly resistant to infiltration by water. Impervious Areas or Surfaces include, but are not limited to, compacted soils, buildings, parking lots, and private ingress/egress roadways.
The City’s Stormwater Strategic Plan, adopted on July 23, 2024, includes long-term evaluation of stormwater rates and impervious cover to support system planning and financial sustainability. Stormwater rates are evaluated annually through the City’s regular budget process, and any rate adjustments require approval by the Georgetown City Council.
At this time, no additional citywide impervious cover remeasurement effort is planned beyond routine updates associated with development activity, redevelopment, or permitted site changes.
Impervious cover is measured using aerial imagery, Geographic Information System (GIS) mapping software, approved site development plans, and field verification when necessary.
Property owners who believe their impervious cover assessment or stormwater utility billing may be inaccurate may request a review by contacting City staff at: MS4Operator@georgetowntexas.gov.
